Send recent change notifications to a destination address over UDP.

Parameters:

• formatter: (Required) Which RCFeedFormatter class to use.
• uri: (Required) Where to send the messages.

Example:

$wgRCFeeds['rc-to-udp'] = [
     'class' => 'UDPRCFeedEngine',
     'formatter' => 'JSONRCFeedFormatter',
     'uri' => 'udp://localhost:1336',
];
